the subsequent interpretation of these self-serving events raises no objections as long as the behaviors go the expected directions. if the government backs down from military force after a call to arms, or does not use it as widely as the public thinks is necessary, then the public may see the behavior as irresponsible and/or lacking in common sense. when that happens, the behavior no longer reflects the ends to which the government is pursuing; instead it reflects its own ends. the problem is that all of this is strictly speaking a zero-sum game. every time the civilian sees a military action that they would have preferred not to have seen, or that they would have preferred to have seen conducted differently, they see one less action they are willing to back, one less general they are willing to back in combat, one less cavalry they are willing to back. this does not necessarily mean that the activity will end. the civilian will use this as a hook to get better things for themselves, and military actions will simply be called something else. what if the united states is called by its citizens, "the sheep and the shepherd", with the military and domestic police exercising herding functions and the civilian laws of the land simply to insure that the flock remains docile and in good order?
