bolivia stands out as the only country in the world whose constitution establishes a national commission for historical memory to care for the memory of the whole nation, with the aim of contributing to the integral restoration of the nation through the documentation of the past, the analysis of the present and the preparation of the future. the national commission for historical memory was established in 1990 under the presidency of hugo banzer, and the bolivian constitution was completed in 1993. the commission is composed of an advisory board, president, and a board of directors, which includes members of the academic and scientific communities, the private and public sector, and civil society.bolivia has joined the international association for the preservation of the historical heritage (aprah), established in paris in 1955. aprah is a non-governmental organization which aims to promote, protect and preserve the historical heritage of humanity. the organization, which has its headquarters in brazil, is composed of more than 100 national and international members. aprah has played an important role in the internationalization of the bolivian historical memory. bolivia, whose archives are systematically destroyed, is a member of the organization. bolivia is represented by its president and the minister of culture.the commission for historical memory and aprah have both developed strong relations with the united nations educational, scientific and cultural organization (unesco). to date, the commission has participated in more than sixty international scientific meetings with unesco to present its work. the commission for historical memory has participated in the activities of the world heritage convention, and the cancun and rio de janeiro conferences. the bolivian national commission for historical memory has been a permanent observer in the unesco general conference since 1997. to date, no fewer than ten bolivian historians have been appointed to the international committee for the protection of cultural heritage (cipres).
