there are also, as i said, these vigilante groups, that are kind of based in these very poor neighborhoods, and they get weapons sometimes in exchange for protecting the neighborhood, sometimes, in the case of the neighborhood vigilante groups, just in exchange for their protection. so, that also puts us in a situation where you have armed groups largely composed of people who have been under the government, people, in other words, who could be used as extra agents in the event of an uprising. and if that were to occur, the danger is not just that the government could be overthrown, because i think that is highly unlikely. i think the government is really well entrenched. i think the government has attained a monopoly on force, and it will probably take a very very long time for it to be taken away from the government. i think that unless the government decides that it has to engage in the repression of the citizenry, which i think would be a really foolish move, i think this is going to be a stalemate for the foreseeable future. and so, where does that leave us?i think that, for the time being, we are in a very, very delicate situation. a two-sided battle going on, in which the government has the guns, has the people without guns, has the organized groups, and the guerrillas, but at the same time, i think, a situation where there are armed citizens in the population. and so, i think we are at a very dangerous place where, one, the confrontation could actually rise, and secondly, it could actually subside. and right now, i think we are kind of in the situation where we are kind of stuck, because neither side is prepared to back down. theyve created this situation, where they believe they have the right to repress an armed population, i think, they believe they have to do it, because if they give up, if they sign a dialogue, then it is not satisfactory to them, because it is not a victory for them. and the population is not making any concessions, and, therefore, this is a stalemate. and i think, as you say, the result will be that either we will be threatened and maybe even attacked by rogue elements, and because i think the government really fears that, it is not going to do anything until it faces a full-blown invasion by the country colombia. and at that point, i think youre talking about a very different world than we are right now.
