the year 2011 saw the release of the upcoming kof xiii, and a few months prior to that the king of fighters 13 was announced. in the months leading to its release, the kof xiii team was mostly focused on working on the game. meanwhile, the kof xiii team was developing the king of fighters xiii and would work on both simultaneously. furthermore, the team had an even bigger project in mind.given that there were already two the king of fighters titles that involved neo maxes, the the king of fighters xiii was given the title of the king of fighters xiii. kyo was chosen as a character for this title after sega of america provided the developers with inspiration of the character. a team of three artists—eisuke ogura, hirofumi mitani, and yoshinori ito—worked on the development of kyo. after receiving the assignment, ogura began work on a kyo model that could be used for the game. he did the first version in a single day, and then was assigned to work on the next three models. ogura found it challenging, as it was his first project dealing with a high-quality model of a character. ogura also had to keep in mind that the character needed to be as close as possible to the original appearance. ogura also gave kyo a more masculine appearance, as he was inspired by the super smash bros. character villager. kof xiii was announced as the king of fighters xiii at a press conference held at the game developers conference 2011 in san francisco. the press conference, which was attended by a few dozen journalists from the western hemisphere, was also attended by the family of dr. king. the title was announced alongside the release of a 2-minute long trailer that featured the first on-screen appearance of the main protagonist of the game, kyo kusanagi. kyo is a 17-year-old boy who is close to his late father, who helped him to study martial arts. when kyo meets his mentor, victor donovan, he is left with a heavy debt. victor offers to pay off kyo's debts with the condition that he must participate in an underground tournament to fight against strong opponents. shortly before the tournament begins, kyo is attacked by a swarm of cyborgs called zekks, and he is saved by a mysterious young woman called alice. she offers to teach kyo the ways of fighting. kyo accepts her offer, and is introduced to his mentor victor donovan, who reveals that alice is the daughter of the leader of an organization called the foundation. kyo is about to compete in the tournament, but there is a twist in the storyline when alice enters the tournament too. her mission is to find the leader of the foundation, dr. while kyo battles for the title of the tournament's champion, he also struggles to figure out the reason behind alice's invitation to fight.
